What Is TEER in Canada Immigration? — NOC 2021 Explained

TEER is Canada's occupation-classification system that decides your Express Entry eligibility, CRS points, and even whether your spouse qualifies for an open work permit.

The 6 TEER Categories

TEER stands for Training, Education, Experience, and Responsibilities. It replaced the old NOC skill-level system in 2021 and groups every Canadian occupation into one of six tiers:

Why TEER Matters for Immigration

  • Express Entry eligibility — the Federal Skilled Worker Program generally requires TEER 0, 1, 2, or 3 experience. TEER 4 and 5 do not qualify on their own.
  • Job offer proof-of-funds exemption — a valid job offer only exempts you from settlement funds if it's a full-time, non-seasonal, 1+ year role in TEER 0, 1, 2, or 3.
  • Spousal Open Work Permit eligibility — since January 21, 2025, spouses of foreign workers only qualify for an open work permit if the principal worker's job is TEER 0 or 1, or a select TEER 2/3 occupation on IRCC's list, AND the principal worker's own permit has at least 16 months of validity remaining when the spouse applies. Dependent children are no longer eligible for open work permits under this measure at all — a significant additional restriction beyond the TEER classification itself.
  • Category-based Express Entry draws — the Healthcare, STEM, Trades, and other category draws are built around specific TEER-classified NOC codes.

Which TEER 2/3 Occupations Actually Qualify for a Spousal Open Work Permit

The TEER 2/3 exception isn't open-ended — it's limited to specific sectors IRCC has designated as facing labour shortages or tied to government priorities: trades, transport and equipment operators; natural resources and agriculture; and select roles in natural and applied sciences, construction, health care, education, sports and military. TEER 2/3 roles in business, finance and administration, sales and service, or manufacturing generally do NOT qualify, even though they're the same TEER level as an eligible trades role. Always check IRCC's current eligible-occupations list against your spouse's exact NOC code, not just the TEER number, before assuming eligibility.

How to Find Your TEER Level

Search your job title in the official NOC 2021 classification tool on Statistics Canada or IRCC's website. Your TEER isn't determined by your job title alone — it's based on your actual duties and the typical training/education path for that occupation. A "Manager" title with mostly TEER 3-level duties may still be classified differently than expected, so always verify against the official NOC description rather than assuming from the title.

TEER 0 vs TEER 1 — A Common Point of Confusion

TEER 0 covers management occupations across all sectors, regardless of whether the manager has a university degree. TEER 1 covers professional occupations that specifically require a university degree (bachelor's or higher), such as engineers or registered nurses. A restaurant manager (TEER 0) and a mechanical engineer (TEER 1) both count as "high-skill" for Express Entry purposes, but through different TEER categories.

Getting Your NOC Wrong Doesn't Stop Mattering Once You're Invited

A genuinely important, recent legal development most guides haven't caught up to: Nanda v Canada (2026 FC 649, decided May 21, 2026) confirmed that IRCC can remove your CRS points after you've already received an Invitation to Apply, if your reference letters don't actually support the NOC/TEER level you claimed. In that case, an applicant's foreign work experience was accepted at the profile stage, but at the e-APR (final application) stage, an officer compared the reference letter against the claimed NOC's actual duties, found they didn't match, and removed the associated points — dropping the applicant's CRS below that draw's cutoff and triggering a refusal, despite the ITA already being issued. The Federal Court upheld this under IRPA Section 11.2, which lets officers verify you genuinely met the point threshold at the moment of invitation, not just on paper at submission.

This matters because job titles routinely mislead people about their own TEER level — a "Team Lead" is often a senior individual-contributor role, not a TEER 0 management position, and a "Network Support Engineer" fixing server outages may not meet the specific duties required for a TEER 1 engineering NOC even with an engineering degree. If a substantial number of your actual documented duties don't match the lead statement and main duties of the NOC you claimed, that entire year of work experience — and the CRS points it carries — can be disqualified at any stage, not just at initial submission.

The genuinely important procedural trap: if IRCC challenges your NOC via a Procedural Fairness Letter, you generally cannot simply switch to a different, correct NOC as a fix at that stage — you must either prove your original classification was accurate with stronger documentary evidence, or accept the consequence. Switching to a lower, more accurate NOC after being challenged is treated as confirming the original claim was wrong, not as a correction, and if the accurate NOC would leave you ineligible, there's no path to salvage that specific application. This is exactly why verifying your NOC against the official Statistics Canada NOC 2021 duty descriptions before you ever submit — not after a challenge arrives — is the only reliable protection. You can freely update your NOC in your Express Entry profile any time before receiving an ITA, with your CRS recalculating automatically; that flexibility disappears once you've been invited.

Frequently Asked Questions

What replaced the old NOC skill-level system?

TEER (Training, Education, Experience, and Responsibilities) replaced the previous Skill Level system (Skill Type 0 plus Skill Levels A/B/C/D) starting with NOC 2021. TEER 0-5 map roughly onto the old categories but with more precision around education and training requirements.

Does my job title determine my TEER level?

No. TEER is based on the actual duties you perform and the typical training or education path for that occupation, not the title on your business card. Always verify your specific NOC code and TEER level against the official classification.

Can a TEER 4 or 5 worker immigrate to Canada through Express Entry?
